Meet Matt

Matt Cardwell is a dedicated public servant, business professional, and lifelong advocate for the Town he is proud to call home.  He grew up, went to school, played sports, and opened his businesses in Whitby.  As the West Ward Councillor, he is committed to listening to residents, making thoughtful decisions, and ensuring local government remains accountable, transparent, and focused on delivering results.

Before serving on Council, Matt built his career in the private sector, where he developed extensive experience in leadership, operations, strategic planning, and financial management. His business experience prepared him well for municipal government, emphasizing responsible budgeting, long-term planning, and finding practical solutions that balance growth with the needs of Whitby’s neighbourhoods.

Matt’s path to public service reflects his belief that meaningful change comes through perseverance and commitment. After first seeking election in 2014, and coming close in 2018, he earned the support of the West Ward residents in 2022. Those experiences reinforced the importance of showing up, listening carefully, and remaining focused on serving the community.

On Council, Matt has worked to support responsible growth, improve local infrastructure, strengthen community safety, and protect taxpayers by promoting sound fiscal decision-making. He believes municipal government works best when it remains accessible, respectful, and responsive to the people it serves.

Beyond Council, Matt is actively involved in community organizations, including being a twenty-year member of the Whitby Legion.  He currently serves as Vice Chair of Planning & Development, is the Mayor’s designate on the Whitby Yacht Club Board of Directors, and sits on the Accessibility Advisory Committee. He values opportunities to support local events, celebrate Whitby’s rich history, and strengthen the partnerships that help the community thrive.

Above all, Matt believes Whitby’s greatest strength is its people. Whether meeting residents at community events, evaluating staff reports, responding to constituents’ concerns, or meeting with the business community, he remains committed to serving with integrity, professionalism, and respect.  As the 2026 election approaches, Matt looks forward to the opportunity to continue to serve the community and build on the important work that began during this term on Council.
